The Mobile Office Trailer Guide for California: Sizes, Setup, and Permits

What a mobile office trailer comes with, how it gets to your site, what it needs to run, and what your building department will ask. Written by the manufacturer.

Direct Answer

A mobile office trailer is a factory-built, relocatable office that arrives at your site with electrical, heating and cooling, insulation, and lighting already installed. API Trailers builds them in California from 8×16 (128 square feet) up to 36×60 (2,160 square feet), to California Department of Housing and Community Development (HCD) building codes. Permit rules vary by city and county and change over time, so confirm yours with your building department before delivery is scheduled. Call 805-328-6031 for same-week delivery.

You need mobile office space on site next week. The ground is not flat, nobody has confirmed the permit, and it is unclear whether the unit needs water or only power. Those three questions decide whether delivery day goes smoothly, and each one has a clear answer.

This guide covers what a mobile office trailer is, what comes standard, how delivery and setup work, what utilities the unit needs, and how California permits work. API designs, builds, leases, and delivers these units across the state from Santa Maria. For rental terms, see the office trailer rental guide. For permanent buildings, see the modular buildings lineup.

What Is a Mobile Office Trailer?

A mobile office trailer is an office building constructed in a factory and moved from site to site, arriving with its electrical system, heating and cooling, insulation, and interior finishes already in place. Nothing is built on your property. The unit is set, connected, and ready to use, then relocated or picked up when the project ends.

The industry uses several names for the same unit: office trailer, portable office, job site trailer, construction trailer, field office, and trailer office. This page uses mobile office trailer throughout. To sort out which name applies on a construction site, see what the trailer on a construction site is called, or read about API Trailers’ portable office trailers for project sites.

The legal name in California is “commercial coach.” State law (Health and Safety Code 18001.8) defines a commercial coach, also called a commercial modular, as a structure transportable in one or more sections, designed and equipped for human occupancy for industrial, professional, or commercial purposes, and required to be moved under permit. The definition explicitly includes trailer coaches, so when a building department says commercial coach, it means a unit like this one.

California also requires these units to be approved by the state. The Department of Housing and Community Development (HCD) issues an insignia of approval for commercial coaches, as its commercial coach bulletin explains, and API builds every mobile office trailer to California HCD building codes. When a unit goes through permitting, the building department will want its date of manufacture and proof of current HCD approval. Ask any supplier for that paperwork before you sign.

Mobile Office Trailer vs. Modular Building: What Is the Difference?

Permanence separates them: a mobile office trailer arrives complete and can move again, while a modular building is assembled from factory-built sections on a permanent foundation and permitted like a conventional building.

Both are built to California HCD building codes and carry state approval, so the practical difference is how each is installed and permitted. Not sure which one fits? What Is a Modular Building? explains how modules are built, and the temporary modular office guide covers short-term installations.

What Comes Standard in a Mobile Office Trailer?

Standard equipment on an API Trailers mobile office trailer includes an electrical panel and outlets throughout, heating and cooling sized for the unit, insulated walls, ceiling, and subfloor, windows with screens, interior lighting, and a lockable entry door with steps.

The layout inside changes with size. Single offices, open plans, multi-room suites, conference rooms, and plan tables are all available, and API will customize a floor plan on request. Browse real mobile office trailer floor plans in the office trailer floor plan gallery.

Do Mobile Office Trailers Have Bathrooms?

Yes, in the larger sizes. The smallest units, the 8×16 and 8×20, do not include a restroom. Larger units add one, and the 10×32 (320 square feet) is the most common size with an integrated restroom. A mobile office trailer with a bathroom adds 40 to 60 square feet to the footprint and needs a water hookup plus sewer or holding tank service.

What Size Mobile Office Trailer Do You Need?

Size a mobile office trailer by headcount first, then add room for plan tables, filing, and equipment. These six sizes cover the range from a single-person checkpoint to a full project headquarters.

How Is a Mobile Office Trailer Delivered and Set Up?

API Trailers delivers a mobile office trailer one of three ways: trucked onto the site, trans-lifted into a tight space on dollies, or craned in by section. Delivery is handled by an in-house team from a licensed, bonded, and insured company, and same-week delivery is available. Call to confirm availability for your site.

Width changes the logistics. An 8-foot-wide unit needs no oversize load permit and can reach sites that 10-foot and 12-foot-wide units cannot. A 12-foot-wide unit is an oversize load on California highways, and API handles the transport permitting in-house on every delivery.

Site Conditions to Check Before Delivery Day

  • Ground: level and stable. Significant grade changes may call for grading, blocking, or a concrete pad.
  • Access: confirm gate widths, overhead clearance, and soft ground with the delivery team before arrival.
  • Utilities: electrical hookup within reach, plus a water line and a sewer connection or holding tank service if the unit has a restroom.

From First Call to Move-In

  1. Call API with your headcount, site address, and start date.
  2. Confirm the permit path with your city or county building department.
  3. Prepare the site: level ground, clear access, utilities in reach.
  4. API delivers and sets the unit. Setup for a single 8-foot-wide unit typically takes 2 to 4 hours.
  5. The unit is connected to your electrical supply and any utility hookups, and it is ready for occupancy.

What Power, Water, and Sewer Does a Mobile Office Trailer Need?

Every mobile office trailer needs an electrical connection, and a unit with a restroom also needs a water line plus a sewer connection or holding tank service. Power reaches the unit’s panel from a utility hookup or a generator. Panels come in 100A and 200A ratings, so confirm the amperage against your equipment before delivery.

Heating and cooling are built into the unit and sized for it, so the site does not need to supply climate control. If the unit will run several workstations, printers, or a plan plotter, mention that when you call.

Do You Need a Permit for a Mobile Office Trailer in California?

Often yes, and the answer depends on your city or county. California has no single statewide rule for placing a mobile office trailer, so local building and planning departments decide, based on how long the unit stays and whether it serves an active construction project.

Rules change by county and city. Check yours first. Permit and placement rules are set locally, they differ from one jurisdiction to the next, and they change over time. Before you order or schedule delivery, contact your county or city planning and building department to confirm what applies at your address. The three examples below were reviewed in September 2026 and may not match your jurisdiction or may have changed since.

Three California jurisdictions show how much the rules differ:

JurisdictionWhat It Requires (as Reviewed September 2026)
City of San DiegoA building permit is required to install and use a state-approved commercial modular building. The exception is a temporary construction office on a site where a building or land development permit application has been submitted.
San Bernardino CountyA temporary structure permit is required for temporary mobile office trailers. The construction permit for the project must already be issued, and the unit must show State approval.
City of Citrus HeightsConstruction site trailers require a permit but are exempt from the disabled access rules of California Building Code Chapter 11B. Temporary uses may need a Temporary Use Permit from Planning, and fire district approval is required for all commercial coaches.

Two questions shape the answer. Is the unit a construction site trailer tied to an active construction permit? And is the use temporary or long term? A job site office on a permitted project follows a different path than a customer-facing office on a commercial lot.

Call your building department before you schedule delivery. The permit path sets your timeline.

What a Building Department Can Ask For

Citrus Heights, for example, asks for the items below. Your jurisdiction’s list will differ, so ask for it in writing.

  • A plot plan showing the unit’s location, distances to property lines, and utilities
  • Plumbing and electrical connection details
  • A support plan with structural calculations for how the unit sits on the site
  • Restroom and disabled access information
  • Fire district approval
  • Environmental Health approval if the unit uses a septic tank or well
  • The unit’s date of manufacture and proof of current HCD approval
Do not change the unit after delivery. HCD approval is required before altering an approved unit’s structural, plumbing, mechanical, or electrical systems. Ask API Trailers to build any changes into the floor plan before the unit ships.
Ramps and ADA access: a unit that serves the public, students, or patients needs an accessible route. API offers an ADA-compliant entry ramp as an add-on and lists it as required for government, school, and healthcare applications. Citrus Heights exempts construction site trailers from disabled access rules, but that is one city’s policy, not a statewide rule.
Please read before you order. This guide is general information reviewed in September 2026. Permit, placement, and accessibility rules differ by county and city and change over time. It is not legal, zoning, or permitting advice, and API cannot guarantee that a unit is allowed at your address. Confirm the current requirements with your local planning and building department before you order or place a unit.

Frequently Asked Questions

What is a mobile office trailer?
A mobile office trailer is a factory-built, relocatable office delivered to your site with electrical, heating and cooling, insulation, and interior finishes already installed. It is also called an office trailer, portable office, job site trailer, or field office. API Trailers builds them from 8×16 (128 square feet) to 36×60 (2,160 square feet).
Do you need a permit for a mobile office trailer in California?
Often yes, and the rules depend on your city or county. Some jurisdictions exempt a temporary construction office when a building permit is already in place, while others still require a permit or a temporary use permit. Rules also change over time, so confirm the current requirements with your local building department before you schedule delivery.
Can I put a mobile office trailer on my property?
Yes, if your zoning allows the use and you obtain the permits your city or county requires. The site needs level, stable ground, clear delivery access, and utilities within reach. Your planning department can confirm whether the use is allowed on your parcel.
What is the smallest mobile office trailer available?
The 8×16, at 128 square feet, is API Trailers’ smallest standard mobile office trailer. It fits one person and is commonly used as a security checkpoint or single-person field office. The next size up, the 8×20, offers 160 square feet for one or two people.
Do mobile office trailers have bathrooms?
The smallest units, the 8×16 and 8×20, do not include a restroom. Larger units can, and the 10×32 (320 square feet) is the most common size with an integrated restroom. A restroom requires a water hookup plus sewer or holding tank service.
What power does a mobile office trailer need?
It needs an electrical connection to the unit’s panel from a utility hookup or a generator. Panels come in 100A and 200A ratings, so confirm the amperage against your equipment before delivery. Call 805-328-6031 to confirm the panel on the unit you want.
How fast can a mobile office trailer be delivered?
API Trailers offers same-week delivery, and setup for a single 8-foot-wide unit typically takes 2 to 4 hours. A 12-foot-wide unit is an oversize load, and API handles the transport permitting in-house. Call 805-328-6031 to confirm availability for your site.
How much does a mobile office trailer cost?
There is no single price. Cost depends on size, rental term or purchase, new or used condition, add-ons like a restroom, ramp, skirting, or furniture, and delivery distance. Call 805-328-6031 for a quote scoped to your site.
